The New York State Racing and Wagering Board is seeking industry comment concerning the addition of both harness and thoroughbred rules concerning Out of Competition Drug Testing.


These rules will authorize the testing of horses on the grounds of a State racetrack as well as those stabled off the grounds of the racetrack for  blood doping, gene doping, protein and peptide-based drugs, including toxins and venoms, and other drugs and substances. 


A copy of this draft rule (in generic form) is attached.
